A. Land approval for newly-added project;

1. Land for Construction Project Approval Sheet

2. Construction Project Feasibility Study Report (chapters covering location selection and land usage contained, including project location selection, land area, state-owned and collectively owned land occupation, proposed land type, cultivated land occupation and compensation measures);

3. General Land Utilization Proposal Drawing

4. Land Alteration Survey Drawing

5. Proposal Red-line Drawing

6. Project Suggestion Re-approval (required by construction project to be permitted by provincial government) The above-mentioned documents are made in 2 copies and 1 copy respectively for projects to be approved by government at the provincial and municipal level.

B. Documents required by land transfer approval;

1. Land Transfer on Agreement Application Form

2. Reply to Land for Construction Project Preliminary Approval

3. Project establishment document issued by the Planning Department at the municipal level or about;

4. Contraction Land Proposal Permit as well as Proposal Red-line Drawing (duplicate) issued by the Planning Department of Dongguan

5. Comments made by relevant departments involving in geology, forestry, environment protection, water resources, safety and fire-fighting as well as railway etc.

6. Bank Credibility Letters

7. Operation license of land occupying enterprise as well as the ID card (duplicate) of its legal representative

8. 1:1000/1:500 Digitalized Landscape Map (line out the redline around boundary of the land to be occupied and mark the coordinates)

The above-mentioned documents are made in 2 copies, each of which is held by the Land & Resource Administration of Dongguan as well as branches of the Land & Resource Administration of Dongguan situated in different towns respectively.

C. Documents required by land tenure registration

1. Land Registration Application, Investigation & Approval Form (in 2 copies)

2. ID approval for obligee

For enterprise: approval for legal representative, Identification Approval for Legal Representative in Land Registration, ID card of legal representative and Operation License

For agency: approval of attorney's identity, Land Registration Power of Attorney, ID card of attorney

3. Approval document or permit certificate for land

4. Land Layout Drawing

5. Approval for land value-added fees payable, cultivated land occupation tax payable, land transfer premium payable and deed tax payable

6. Other documents: documents are required by the Land Department while reviewing relevant documents.

III. Procedures

A. Get through the preliminary approval for newly-added land

1. Construction project organization should obtain a Construction Project Land Preliminary Approval Application Form from the local branch of the Land & Resources Administration where project situates and then fill out the application form correctly.

2. Construction project organization should apply to the local branch of the Land & Resources Administration where project situates for preliminary approval on the presence of the above-mentioned documents.

3.The branch of the Land & Resources Administration should complete the preliminary approval within 5 workdays in line with preliminary approval requirements and then submit corresponding documents to the Land & Resources Administration of Dongguan.

5. Upon receiving all necessary documents, the Land & Resources Administration of Dongguan should complete the final approval within 5 workdays and then notify the branch of the Land & Resources Administration and construction project organization as well about the final result.

As for the preliminary approval for construction project land permitted by the relevant authority at the provincial level, the Land & Resources Administration of Dongguan should complete the preliminary approval first of all and then submit to the Land & Resources Administration of Duangdong

B. Get through approval of land transfers on agreement

1. Construction project organization should submit the above-mentioned documents to the branch of the Land & Resources Administration for preliminary approval and the Land & Resources Administration of Dongguan for final approval in turn.

2. The Land & Resources Administration of Dongguan should report to the people's government of Dongguan for approval.

C. Get through land tenure registration

1. Land oblige should submit all required documents to the local branch of Land & Resources Administration;

2. And the local branch of the Land & Resources Administration should submit the preliminary approval results along with other support documents to the Land & Resources Administration of Dongguan within 15 days and then the Mapping Team for measurement.

3.The Land & Resources Administration of Dongguan should complete registration and then issue certificate within 10 days.
